Looks kind of like a Nissan Cedric Brougham VIP, but with a generic Mercedes-style grille. If so, wouldn't be the first time a Japanese market car turned up in North Korea.

Yup, that’s an Y31 Cedric. Late model fleet spec they made well into 2000's.

It is. They seem to have made them with badgeless grilles too. The front bumper might be export market only as most photos show more rectangular blinkers (like the photo above).
Here’s a photo presumably from Saudi Arabia showing the same front bumper as the lhd NK car.
